Architect Koen Olthuis’s atelier, Waterstudio.nl, does only water-based projects and has designed several floating houses in the Netherlands. Now, in the Maldives, he–in partnership with the developer Dutch Docklands–is building a resort, complete with an 18-hole golf course, that will float entirely on a Styrofoam-and-concrete foundation. He sees it as an early step into a wholly new market; eventually, he’d like to build floating housing for the poor in the Maldives and Bangladesh. “Building on water gives so much more freedom than land,” Olthuis says. “The next step is not going higher into the air, like 50 or 100 years ago. It’s going over the water.”
